Do Employers have to allow so many hours between shifts?

nope thats up to the employer and sometimes the employeeOnly in a very few jobs - truck drives and airline pilots have rules on hours they can work.
There has to be some sort of common sense applied here.

I know of companies scheduling 2 shifts of 12 hours, with a 2 hour break between them.

From an OH&S point of view this is obviously illegal. It is harmful to health and well being as well as creating a dangerous work environment.

There should be sufficient period of time between shifts to have adequate sleep. Many workers are happy to back up an 8 hour shift with another 8 hour shift. But obviously productivity is going to suffer.

Why do employers do this? Simple. Scheduling is the type of problem known in mathematics as an NP complete problem. Meaning it takes a lot of computational power to produce a good schedule. Often these means schedules are often irrational because no one can spend the 1000s of hours required to organise them sensibly.

You can complain about your schedule and make an OH&S report if you are working without enough sleep.

I would start by trying to be positive, talking about feeling so tired without a rest that you can do your job as well as you like. So ask for a better schedule. As a general rule, if they like you they will give you the schedule that suits you, and the new staff and people they don't like get the bad schedule.
Some jobs do require a minimum of 8 hours between shifts. I would check with the local labor board to see if your particular job qualifies.
Depends on what job you're doing - jobs like long-haul truck drivers, pilots, health care workers, etc., do have requirements for between-shift rest periods.

Visit www.dol.gov and find the wage order for your industry (mining, transportation, retail, etc.) Then look at "meal and rest periods." That will tell you what the requirements are for yoru job.
