Is it legal in wisconsin to take out more than 17% of a paycheck from more than 1 job for one child?

My friend has one child who is a ward of the state. My friend has two jobs, and the state is taking 17% out of both of his paychecks for one child. The money is going to the mother, and not the child. My friend is wondering if this is legal in the state of wisconsin. Would anybody have any information on this or would you have any resource websites that you could lead me to with some kind of answers for this?

You need to contact Child Support for that but check out this article/page

A judge can decide whether it is from ALL income or only his primary job. The thought is that the child would be benefiting 17% of the check amount if father was still in the home. If the judge has ordered that 17% of ALL income, then, the withholding is correct. The percentage guidelines are only guidelines, and, are able to be adjusted by judges. He may want to inquire with his attorney.
Dealt with that state and I could tell you some horror stories. Legally they can take up to 45% of your gross pay. Do not trust domestics in WI. document everything, received a letter once that I had fulfilled my obligation of support, 3 years later they said they made a mistake and hit me for another 9K plus penalties and interest. 5 years later they came back and said I owed for a child that I had given up legal rights to in 1980, wow another 9K plus penalties and interest. Hired a lawyer, had domestics involved in the state I am living in was told, yep you are getting the shaft, (they had records of what was paid) but said they could only do 2 things, take my money or put me in jail
