Judging by the details you give, it sounds like a type of commission or type of profit area. With that example, if you are the landlord and you get paid 20% of that store's profit, then that is your "cut". I guess it makes sense why they'd call this a sales cut.

It is a sales discount, offered to customers to encourage and enhance mass sales of outstanding goods and services to them.It is a reduction of the actual sales price of goods or services by a determined percentage.
Regarding the example about the mall that you gave... The mall would get 20% of each individual store's income. So for ease of number let's say 2 stores bring in $1000/day. The mall would get $200 from each store/day. Hope this makes sense.
It could mean decrease in sales volume for each and every store in the mall like for example in the sentence ".. Online Travel Ticket Sales Cut By More Than Half ..."
