Where to learn?

Depends on your background and what you want to do.

I think you can learn the basics of web design on the web. The W3 consortium can be overwelming but it is a good place to start to learn the technical issues.

But there is designing a web site and then there is designing a GOOD web site. A Good website requires more than knowledge of the the technical issues but a knowledge and feel for the potential uses of the website and some knowledge of graphic design. (By good I mean attractive and useful)
