We assume, because you refer to an "auction", that the type of business is automobiles (motor vehicles), although it could also be another business, such as securities.

In general, only a person who holds a resale certificate can participate in automobile auctions. Since a sales licensee is (usually, in most states) not entitled to hold a resale permit (usually only the dealer holds the resale permit), an agent cannot participate in an auction.
