either sales executive or personnal assistant or acoutant or administration manager marketing assistant

Whomever the authority has been delegated to from management. Looking at your list, in a typical company:
Sales Executive-nope, his/her job is to sell the company's product
Personal Assistant-nope, unless he/she is personal assistant to Purchasing Dept Manager and has been delegated authority to make company purchases
Accountant-maybe, but not likely in a large company; in a small company his/her responsibilities will include authorizing purchases in addition to keeping the company's books
Administration Manager-maybe, this is one of those catch-all phrases that could be comparable to an Office Manager
Marketing Assistant-nope, marketing sells the company; isn't involved with purchasing
Best guess--Administration Manager
I would think the admin. manager and approved by the accountant.
I would say administration manager .
any one of them can order it depend on requirement..
