Retailers prefer to hire their "holiday help" as early as possible. This allows them to train them properly, before the rush starts.

The true holiday season is OND, or October-November-December. This means these employers are looking to fill those spots now or in the next few weeks.

NOW. The Xmas trees should start going up in dept stores this month
Late October. The early applications will get the best consideration and hours. Also you can try earlier and let them know that you would like Holiday work.
The company I work with starts advertising for Christmas positions in August.
