OY! That's a tough one! You will first need to contact your local Health Department to address the guidelines of your business. Then...the dreaded inspections, which I am so sorry to say, that your home kitchen will not meet! After you overcome that, the marketing is easy!
I suggest you make your goods and take them to the local flea market for sale. Otherwise, you are opening a big ol' can of worms!

You could advertise in your local paper sometimes they have specials two weeks for the price of one.
Local penny adds.
Ask the papers about prices on coupons, buy one get one of equall or less vavlue.
Put up a folding sign.
If you are starting a home based business like a bakery you'll want to stay local. Untill business picks up.
I once wanted to make bread at home and sell it...I was told that you can't do that in the home, that you need to rent out a kitchen somewhere in a commercial area and it will be inspected from time to time (just like restaurants are inspected).

There is no such thing as a shoe stirng budget...You need to do your 5-year plan and start a business like you really want to have it in business five years from now, and you must start it with your own money showing you have commitment and a plan. You can find how to do your business plan on sba.gov and you can attend the SBA (Small Business Administration) courses..check your phone book for their address in your area.
people love pastries. make sure they are the right price, or people will not buy them. also make sure you always have something new to sell for a special amount of time. People flock to new things. And don't expand when business improves. People make that wrong decision alot, they wind up doing well and think they can expand and then sure enough business flops a bit and the can't make their payment - but it sounds like you are penny wise :) Good luck :)
