It refers to defects present when the car rolls off the lot. Product testers will buy a certain number of cars from a manufacturer and perform a statistical survey to determine how many defects per car exist immediately after the car leaves the lot. It's the quality of the overall cars of a particular model- which will give us a picture of how well-built the cars are. They are numerous dimensions used, some are panel gaps, interior noise, cabin material, engine reliability etc. This should give you some assurance in deciding which car to purchase.
