Why can adverts lie or not tell the wole truth?

for example the old chicago town advert said that they were more popular than dominoes or pizza hut home cook pizza, but they dont even do home cook pizza so of course, if any1 answers speciffically ill give them 10 points

Actually, according to the Federal Trade Commission, advertisers are not legally able to make statements that are "false or misleading." That means advertisers may not lie, nor may they tell the truth in such a way that the average observer would be likely to draw a misleading conclusion from the statement.

The problem is that there is so much data on almost every subject that a good advertiser can find "proof" that whatever they claim, is statically supported, somewhere somehow.

In the example you give, it is probable that domino's and/or pizza hut experimented with home cooked at some time in the company's history. So the competitor maybe able to seize on that data and make a truthful statement. Whether that statement is misleading because domino's or pizza hut is no longer in that market segment would be matter for litigation.

Other examples, high end cosmetic advertises""Clinically proven to make your skin smooth and youthful. " The question arises as to whether product had been clinically tested, whether the tests were done on humans (or animals) or whether an ingredient had been tested. If only an ingredient and not the complete product was clinically tested, it is possible that the statement is false and/ or misleading.
It's call advertising, all companies do it, If you are willing to fall for the sucker punch and buy it than their advertising is working.
The simple answer is because they can. The only measure we have of what's truth or not is purely factual and facts can be misrepresented so that they appear true. So unless a company is fully dishonest and someone catches them and pursues litigation- costly and time-consuming, they'll get away with it. It's a misuse of power and the only way to fight it is... turn off that TV! And patronize local business.
It's not that they are lying or not tell the whole truth.
It's called persuasive selling, your trying to persuade someone to think what you think (or want them to think).
One way of doing this, is by giving yours or others opinions. The way they word it might sound like fact instead of just an opinion, but its not.
