If you are looking to attract local customers (neighbors), the best way is the old fashioned way - paper. Mailbox stuffers. Signs on corners. Community corkboards at the grocery store. and... Word of mouth at local events, like PTA meetings and whatnot. -->Adam Create a very catchy and excellently written press release and convince Editors of local magazines and newspapers to feature this. Have a TV commercial made, to be aired locally. Posters, streamers, would also help. You could also rent a booth at the mall, give out flyers, samples and promotional items.
