i mean if some one search for a keyword and then yahoo starts displaying related results with advertisement , so how much minimum cpm should i spend so that my advertisement appears at the top of a search
This is all going to depend on your profit margin. You need to look at how many impressions it takes to make money then look at how much money you make compared to your advertising expenses. It will take a little adjusting until your find a good equilibrium.
