Oh Yes. In 'about me:' section you can post a link to your website. I have asked yahoo officials on that and they confirmed it is according to the rules if you link in the about me section.
However, it is 'do not follow' link and it will not affect your link popularity. Also, you can post the link in your 360 blog - it is allowed.
Also, you can post it in an answer but only and only if it has relation to the question. Otherwise you risk to be marked as spammer and we don't want this to happen.
It is allowed to promote yourself but try to do it in a smart way. Good luck.
