When it says it will ship on July 31 with 1 business day what does that mean?

Means it'll be there by AUg 2
It means that it will ship on July 31 and it will take 1 business day of shipping to arrive at it's destination. If there is a weekend in between plan it arriving on the 4th day after shipment. If it doesn't get there when scheduled, keeping the above in mind, call them right away. Or, get a tracking number.
