When our company purchase softwares, should we require users of the software to sign a document accountability



our company is a government agency. when we purchase equipment we require the employee who is the holder of the equipment to sign a document evidencing accountability of the equipment. should we do the same with softwares purchased by the company which is not tangible but nevertheless expensive?

This may not be practicable. The software would have been installed in all your (presumably networked) computers. Everytime an employee logs in, he will be using the software, so it would not be feasible for users to acknowledge usage of this intangible asset.
