From singapore.a friend issued a cash cheaque $1466 and bounced?

what is the best way to recover the money owed

You can call up your friend to inform him of the cheaque bounced. If it's due to insufficient fund, get him to put in the fund, you can use the same cheaque to cash out.

However, if the bank account already closed, this is tantamount to cheating. If he is your friend, of course, you can ask him to pay you by cash, if not, report to the Police.
Are you sure this person is your friend? You should always ask the bank to make sure that the check you are putting through is not fraudulant if it's not given to you by a reputable source....sounds like you've been scamed

If this person really is a friend though, I suggest you ask him for the money
Hi, I'm afraid that if there's insufficient balance in his/her account, it's not possible to get the money. The bank will only charge your friend a bounced cheque fee. The best way to recover the money is to collect from your friend in cold hard cash.
