When an employer posts a job online and they list the requirements, is it okay to ask if .....?

they could make some sort of a waver for that requirement? I'm sorry if the question is not so clear....

If you think you're otherwise qualified for the job, then send in an application anyway and play up the things that make you suited for the position. If you ask or draw too much attention to what you're lacking, you'll automatically make them look at your resume in a negative light.
You mean if they require you have a college degree and you are in high school? Or if they are asking for strong computer skills and you barely know how to turn one on?

Employers do not waive anything. If you get an interview, and they ask you about the requirement you can try to sell yourself. "I do not have much experience with ..... but I learn quickly and am willing to do whatever it takes. If you give me the opportunity I will show you."

If you do not meet the education requirements, that is usally a done deal. There is no trying to sell yourself.

I don't know what else to tell you, since I don't know what kind of requirement the employer is asking for.
I wouldn't even mention if your lacking something. Highlight what you do meet and your strengths. It will probably be decided by the number of qualified candidate. If they don't have many that meet all the requirement then they will look at the others. A waiver isn't needed (unless maybe something medical). The employer determines the real requirements.
In my field, (IT) the job reqs look like grocery lists sometimes. Most people in HR know that they aren't going to get someone who's a 100% lock for a job without paying top dollar. So, apply and if you have 4 out of five of the big reqs they might be ready to give you an interview, betting that you might have the aptitude to get it
You might try, you got nothing to lose.
