How can I convince a potential employer that I would be best for the job, if I don't have any job experience

I've never worked before. I don't have any job skills. I like working with people. I'm always on time. I'm responsible. I'm honest. And I really need to find a job.

My neighbour actually said to the employer that if they hire him and let him work for a month, they don't have to pay him and if they find him a hardworker after that month, the would give him paid employment
What have you done? Play up things you learned in school or extra curriculars that could benefit the job. Make sure you talk about what skills you have gained from theses experiences( i. e. time management, teamwork).

Good luck
Focus on problems that you overcame in past positions or at school. Problems that involved situations to which the employer can relate. Demonstrate an ability to handle people with assertiveness and tact. Present yourself as goal-oriented and results driven. Show through concrete examples that you are a quick and enthusiastic learner.

Peace and blessings!
