Sure you can, most likely something better that you were wating for came though. Just let your othe rcompany know this and say that you appreciate them taking theie valuable time to interview you and that you have decided to take the other opportunity based on whatever facts you want to give them. You do not owe them anything, they have only given you an offer and they should have back up people in the loop.

People do it....but it screws up the company if they are telling you yes and other people no.

Yes, as an employee you can do anything you want.

What you are risking, though, is making a bad name for yourself. Depending on your job, industry, etc., this may matter more or less.
