Can I use paypal with a Dispute open and a -拢89 balance?



Thats my current situation, and the seller guy Im buying from is a Paypal user. Ive bought from him before, and always used Paypal, but Im worried now that if I r to payhim, they will instead fill up the 拢89 debt with the money I want to use to pay the thing I want.

No! Rescue your money first!
Please, be very careful with Paypal, they hijack customer's money so they can day-trade it and put the profit in their own pockets. So they usually use "Money on hold" or "suspicious activities" as an excuse to use their customer's money.

Please check this out, and please notice that they advertise another product. Since I don't know this product and I don't know anyone who does you should distrust it too.

No, you can't, and even if you could, you shouldn't. Pay off your debts before you really screw things up for yourself. Your use of the word 'want' implies that it's not necessary, so whatever it is can wait until you've actually got the money.
That is exactly what they will do- so you need to find another method of payment- have you tried Nochex- although he would have to have that as well. You might be able to send a bankers draft or do a direct bank transfer- there are ways around it- but opening another account is simply not an option unless a member of your household will do it for you.
