Do i have to put up a sign telling tenants that the apartment building has video surveilance?

Keep a few things in mind:

1) you can only use video, you can't use audio
2) if you don't post signs, that would be construed as sneaky especially if the cameras are hidden
3) your surveillence tapes may be subpoenaed for use in legal proceedings. do you want to deal with law enforcement?
4) If there is recorded proof of crimes being committed on the property you have an obligation to do something to prevent it
I would for two reasons - as a tenant I would want to know that security feature is there. As a "bad guy", I'd know I'm most likely to be seen doing something I shouldn't be doing. It's a potential deterent not only for thieves, but for less than stellar tenants.
only if the video has the potential to see inside the private residence of the the tenants.--i think thats the answer your looking for.
but i might advertise it as a crime deterrant as well.
