Can city workers be placed from one city to another?

Like let's say a city plumber wants to get transferred from New York City to Phoenix, AZ. Is that possible and how do you do that?

. NO! If you worked for a "National" company like AT&T or Mal-Mart, maybe. But you are LOCAL. You can't get 'transferred'. NYC can give you a Reference but you're on your own to get a new job out-of-state. .
Each city is separate, so there's no way to just transfer from one to another. You'd have to apply to the city you want to move to and see if they hire you.
