There is so much rubbish and out of date SEO advice on the web that it is very difficult to separate the truth from the fiction unless you are already an expert. Forums are particularly bad because you get every possible shade of opinion and if you are a beginner you have no way of knowing what is correct. Article submission of the kind mentioned above is a complete waste of time. You have no control over where your articles are published and they always end up on lots of crap sites. In terms of off site promotion you need ot look at the number and quality of the sites that are linking to your website. promote yourself through the web and get as many quality people linking to you as possible. you may need ot buy some inbound links but if you do make sure they are those which are going to be relevant to your content and add some value. then think about social networking and community blogging to promote your site, postings on industry forumns can get your site notices and linked to (if you are respected and speak sense!).
