I would definitely stay clear of any free site that uses popups, but since they're free, you will have to tolerate some form of advertizing on your site.
http://www.bravenet.com provides easy click-and-build templates and lots of add ons you can easily insert into your site. You can upgrade to a paid site later if you wish to remove advertizing. They also provide FTP transfer of your web site files too.
http://www.netfirms.com is another free site but doesn't provide click-and-build. They do offer a file manager via their site, and very cheap packages if you wish to upgrade later. I've also found their tech support very reliable and helpful.
