I've already used Google Co-op, it sucked. And I made tons 'O cash with swiki.com but there was irreleveant search results. Can some one tell me a plae that allows me to create a search engine, step, by step, or a web portal the same way?

a search engine is first a database. the database needs to hold web sites and relevant words.
the second phase is to build a robot that crawls the internet and populates the database with web sites and words.
