some service providers in singapore like hotels, collect 1% cess on top of 5% GST (goods and services tax) and 10% service charge.

what is this cess? and where does the 1% go to?

how does it differ from GST?

Cess is a government tax that is imposed on hotels and certain F&B outlets. The exact details are given in the Singapore Tourism (Cess Collection) Act.

The money collected goes to the Tourism Fund defined in the Singapore Tourism Act.

It is totally unrelated to GST, and pre-dated GST by many years.
