Well the only reason a person needs a cell phone is really when your 16 because then you go places that don't have phones, at 10 you only go places where there is already a phone (friend's house, ect.) but a way to get one is to make a bargain like say you will pay for the bill in chores, earn it like good grades or something, good luck!

if she is signed up with verizon, ask her to get you one of those little phones that have 4 preprogrammed numbers. She's probably worried that you might either destroy the phone or misuse it. Good luck!
