Lowest: Irving, TX (3rd or 4th I guess)
& TX has no state income tax, so it makes good combination)
highest would be Beverly hills CA

it is a local thing, not by state
yes, i agree with trade_info. the property tax depends on the county, not the state. in fact, some texas counties have pretty high property taxes because texas does not impose income tax so they need higher property tax to balance.
