As an American Citizen living overseas do I have to claim a state for income tax purposes?

As the resident for a state, you will be required to have state income tax withholding. At any point you break residence with that state (i.e. no longer voting in that state, sold house, no longer have driver;s licence), you should inform your employer so that they do not continue to withhold income tax for that state.
