What are the tax rules on paying taxes for home improvement done to your home such as putting in new steps in front of your house?

Your property tax might change.
If you are talking about sales tax to the subcontractor, yes you do. You do not pay sales tax on new construction of a home for labor only, all material you pay regular sales tax.

Not income tax. As stated above, when your property is reassessed, your assessment may increase, and therefore your annual property tax.
only if and when you report the improvements to your tax office...here in state of Ohio they do a tax accessment every year of all properties
