Edit: I jumped the gun at the words "southern Ireland." Silly Irish nationalist that I am, I thought he was asking of the UK's VAT applied in Ireland. It took me a minute to realize what he was talking about. Ireland has its own VAT, yes, at a standard rate of 21% or so.

Of course not. It's an entirely different country. It's not like they're two provinces of the UK called Northern Ireland and Southern Ireland. There's Northern Ireland, which is part of the United Kingdom, and the Republic of Ireland, which is an independent nation covering the rest of the island.
