You can check out www.elance.com or www.guru.com. Be aware that there are many developers that are not local and reside outside of our country. They may provide cheaper development costs but there are usually trade-offs as they are not always fast, reliable. They also don't always understand what you are looking for the first time you explain... which can increase development cost in the long run...
