If you know anyone in the IT business, they can often help get you in without the "perfect" credentials.

Other than that, just make sure you have a tight resume and pull out (emphasize) any computer related tasks that were on your former jobs.

You can always look for something part time to get your foot in the door and get experience.

Don't discount the value of IT recruiters either. They often have access to more entry level jobs than you would think.. Here is an IT recruiting firm in the DC area: http://www.TFGStaffing.com

Lastly, don't forget to look for entry level opportunities on these sites:

http://www.craigslist.com
http://www.dice.com
Well Helpdesk or PC Support (hardware repair) are generally the starting point in IT , they're not glamorous but they'll get you int the door. Those should be easily available in Washington DC , there's a log of gov't related work, plus all the companies supporting them.
