Yes, you can be a software tester. People who DON'T program are actually better at this, because they tend to test in the same way that end users will. Finding companies that know this might be hard, but in general, regular people give much more useful reviews than programmers.
Yes, but there are many steps to software development that you should know. These are a must if you want to test medical or military software, but will also help if you are testing web sites.

1. Know the software requirements.
2. Test to the requirements.
3. Know how the software is built (all the modules are linked together).
4. Know how the company releases software for test and for sale/deployment.
5. Know about software requirements/change management, version management, and defect tracking.

This also means knowing what tools are available in the company and in the industry.
