How long should someone be in thier job position before they can seek promotion?

It depends on whether they are any good, if there are openings, what kind of competition there are for openings, if the job they are in has no natural place to go other than rise above personal level of incompetence.

I would say wait at least until you have had several annual reviews that were top notch rating.
I don't like to say this because it isn't really an answer, but it depends on a lot of details. What were you told when you took the position? How long have you been on this job? Do you have the experience & knowledge to be promoted?

I would think that is something you can ask when you have your job evaluation.
i dun tink tat it is based on experience tat a person get promoted. It is more based on skills(qualification) and results. If u r a scolar u r more likely to get promoted den the rest as u hv more 'skills' due to more training.
