What does sorry the person you are trying to reach can't is not currently be able to accpet calls mean?

when i ring someone on their mobile it comes up with that message

it can mean the phone is too far away,
it can mean that the phone is turned off.
it might mean their battery is dead.
They forgot to pay their phone bill.
Sometimes it can mean that they use a pay-as-you-go mobile phone, and that they are currently out of minutes.
These are what I call non tech people. They do not fully understand the logic of mobile phones. They will be better off in the Flintstones.

The secret is in the "Mobile" !! And we decided that it would be useful if we could have a phone that we can CARRY around and is ALWAYS ON so people CAN contact us and we DEAL with them as the HOME line is BULKY and thing.

And guess what, some smart ar*e DECEIVED them and told them they can have VOICE MAIL. Ha ha ha ha .

I cant get over that one mateys! Please!
Even pay-as-you go is ALWAYS CONNECTED to RECEIVE CALLS. People!!!!
Phones in the UK always receive calls - credit or not. Its standard.
means the phone is switched off,or that the phone you are dialling has no credit to acept the call.
it means that their phone is unavailable to be answered right now. it doesnt mean that their phone is off because since its a mobile, it would go directly to their voicemail
They are on another call, in an area that has very poor reception or has there phone switched off.
