Should the price advertised for goods include VAT or say plus VAT?

It depends on whom you are selling to. If you are a retailer or selling on ebay to individuals, then they definitely want to know the final price, i.e. incl VAT. If you are selling to companies, then most of the time it will be excl. VAT, as the companies would like to know the effect on them, which would be exc. VAT, as they will be able to recover VAT paid.
In the US the second is required. (Although here it is called sales tax.) We cannot use the first appraoch because VAT's here vary according to jurisdcition.
