Please explain 489LX tax code.Having this tax code is the person eligible fo tax return?

A 489L tax code is less than the current personal allowance for 06/07. This means that you were due to pay HMRC some money which will be deducted from your taxes next year, hence the reduction to 拢4895 from 拢5035 (the personal allowance for people under 65). This means that during the coming year, your employer will divide the allowance by 12, and tax all your earnings above that portion.
This has nothing to do whether you need to fill in a tax return, which you have to do if you are self employed or your earnings exceed a certain limit, or you have other circumstance than employees who only pay tax on their salaries (e.g. income from overseas).

PS .... I admire your courage!!
if you mean does this mean you are eligible for a tax refund then possibly. The 489L means that you can earn 拢4895 before you pay tax in the year. If you are put on X this means it is on a temporary basis and it is called 'month 1 or week 1' it stops any refunds going through a payroll that may be due.
The best thing to do would be to get your eanings figures for the year, your tax figures for the year and phone your local tax office who can check for you.
