Oh Robert, I win that contest/lottery in the UK at least 3 times a week for the last many months. Everybody does, they want everybody's money, it is a spam scam!!!
It's a scam. No contest would require you to pay tax up front.

I concur, it's probably a scam. First of all make certain you actually entered a contest. There is an old scam they call you and tell you you won the lottery or a contest,but need to pay a service fee or tax, and ask for your credit card or checking account data, then rip you off.

If you really have won an contest, tell them to deduct the tax from your winnings and send you the balance by mail by certified mail or cashier's check.

This is unlikely, it's 99% likely it's a ripoff.
If they want you to pay anything for something you won, then you know it is a scam. Unless you want to donate your money to scam artist, keep what you have and say if I won, please take your taxes out of my winnings and mail me the rest. Then take your check to the local police station to have it verified. Remember nothing is for free, if it sounds to good to be true, chances are it is.
