I need to pay state (Id) and federal taxes this year, is there a way to pay on installments? If so, what form?

Each State has their own rules on installments. However, for an IRS tax debt, you can request a payment plan with your tax return by attaching a Form 9465. For federal you have to request an installment pay form but i'm not sure about the state.
You can also file for an extension on the taxes.
Yes, you can set up a payment plan. Here is some info from the IRS website that will help you set it up online:

I am not sure about making payments on your State return though.
Note that the IRS Installment plan is expensive. Try to find some other way, if you can.
