Do I need a CRP from my landlord to file for property tax refund?

Assuming this is for Minnesota......

Yes you do.

The CRP must be mailed in with the return. If the return is filed electronically, there is an ID number on the CRP that must be entered.

There is a phone number on the DORs website to call if you haven't received you CRP.
