I owe the government a lot in taxes. How do I do it in payments?

Please provide the process?

Just call the IRS. They'll be happy to help you set up a payment plan.
You can call IRS at 800-829-1040

you can check on the web site at

http://www.irs.gov/newsroom/article/0,,i...

they have an online payment agreement you might qualify for.

I'd call and ask questions first thing.

IRS will set up a payment plan. If your situation is extreme, and you don't feel you will ever be able to pay off the debts, you can look into doing an "Offer in Compromise" with the IRS. This requires a great deal of paperwork support to supply to the IRS to prove you cannot pay your tax liability............but should they agree with you, you may qualify for either a 1 time payment (greatly reduced from the actual amount you owe) or a payment plan (still greatly reduced from what you owe).
The IRS will set u up payment plan, but be careful, intrest and penelty will be added every month.
Have done it before
