You have to claim it on your tax return.
Itemize it and claim it on Federal Schedule A.
Cingular passed the tax they collected from you along to the Feds. You have to file for a refund from the Feds.
1) You have to be eligible for the refund.*
2) Claim the refund on your federal tax return (Line 71 of Form 1040). The amount varies from $30 to $60 depending on your filing status.
3) If you have records showing you paid more than the standard amount allowed, you can claim a higher deduction by filing Form 8913 with your return.

Who is eligible to request the telephone tax refund?

In general, any individual, business or nonprofit organization that paid the tax for long distance or bundled service billed after Feb. 28, 2003, and before Aug. 1, 2006, is eligible to request the refund.

What is a refund-eligible bundled service?

Bundled service is local and long distance service provided under a plan that does not separately state the charge for the local telephone service.
The telephone excise tax is refunded through the income tax system, not by the individual companies. To claim it, if you are eligible:

If you are filing a return, put the amount you are claiming on the telephone excise tax refund line in the PAYMENTS section of your 1040, 1040A or 1040EZ.

If you're not filing a return but are eligible to claim the refund, use a form 1040EZ-T - fill it out and send it in.

Do NOT use a 1040EZ-T if you are also filing a tax return.

If you already filed and forgot to claim it, you can claim it by filing a 1040X amended return. You enter the tax on line 15 of the 1040X.
