Can I deduct the vehicle license fee I paid when I registered my car on my state taxes for California?

I could have sworn that I did a few years ago, but I can't find it anywhere on the tax forms this year?

Yes you can. It is usually under taxes paid during the year.
Not that I know of. If you had done it a few years ago, it could have been illegal.
